Overview

Devin provides clients with rigorous data analytics and clear, actionable insights to inform and advance their market access, policy, and regulatory objectives. With more than 15 years of specialized experience in Medicare payment policy and healthcare claims analysis, he brings deep technical expertise and strategic perspective to clients across the healthcare industry.

He advances clients’ market access goals by building models to educate payers and providers of the clinical and economic value of new technologies, and helps device manufacturers and pharmaceutical companies navigate the complexities of Medicare’s inpatient and outpatient prospective payment systems, and physician fee schedule, to promote payment adequacy and patient access.

Devin’s prior experience includes serving as an economist at the Centers for Medicare and Medicaid Services Office of the Actuary. In that role, he developed regulatory impact analyses for proposed and final rules, served as co-lead for the 2016-2025 national health expenditure projections, and built models and performed data analyses to help senior leadership make policy decisions.
