Washington, DC (June 14, 2023) McDermott+Consulting, a national healthcare lobbying and policy consulting firm, announced Leigh Feldman and Jeffrey Davis have joined as Health Policy Directors, bringing their policy, regulatory and legislative knowledge to further client objectives.

“We are excited to welcome Leigh and Jeffrey to the McDermottPlus team,” said Eric Zimmerman, principal of McDermottPlus. “Jeffrey and Leigh bring a combined two decades of experience working around health policy and advocacy and within the Department of Health and Human Services, Centers for Medicare & Medicaid Services and on Capitol Hill.”

Leigh offers clients nuanced health policy and legislative affairs insights informed by more than a decade of experience at CMS and on Capitol Hill. A skilled legislative and regulatory strategist, Leigh helps clients evaluate and advance health policy proposals and anticipate policy changes. Previously, Leigh was a senior analyst in the CMS Office of Legislation, where she provided expert technical assistance and policy analysis to Congress on some of the most consequential Medicare reforms of the past decade.

“McDermottPlus is highly respected in the policy and advocacy community, and I look forward to applying my public service experience to help clients improve healthcare,” Leigh said.

Jeffrey is a skilled healthcare executive with substantial knowledge of pertinent healthcare regulation and policy. Jeffrey’s recent experience placed him front and center on some of the most important issues to physician societies and organizations, including provider reimbursement, quality reporting and implementation of surprise billing rules. Jeffrey previously served as the director of regulatory and external affairs at the American College of Emergency Physicians where he managed their formal response to federal policies and worked with federal agencies and other stakeholders to help advance their federal health policy agenda. Jeffrey also spent eight years working with the US Department of Health and Human Services, advising senior officials on major budgetary and policy considerations within Medicare and other federal healthcare programs.

“I am thrilled to be joining a purpose-driven consultancy that values deep health policy expertise,” Jeffrey said.
