On May 16, 2016, the Health Care Payment Learning & Action Network (LAN) released two final draft white papers on patient attribution and financial benchmarking.
The first white paper, titled Accelerating and Aligning Population-Based Payment Models: Patient Attribution, includes 10 recommendations for designating the population for which a provider will accept accountability in a population-based payment model.
The second white paper, titled, Accelerating and Aligning Population-Based Payment Models: Financial Benchmarking, offers innovative approaches for setting initial benchmarks and updating those benchmarks over time, and suggests considerations for risk adjustment.
Last January, Secretary Burwell of the Department of Health and Human Services (HHS) set an ambitious goal of tying 30 percent of Medicare fee-for-service payments to quality or value through alternative payment models by 2016 and 50 percent by 2018. To support these objectives, HHS established LAN, a forum of public and private stakeholders to help advance the work being done across sectors to increase the adoption of value-based payments and alternative payment models (APMs).
