CMS Releases the Quality Measure Development Plan 2017 Annual Report

On June 15, 2017, the Centers for Medicare and Medicaid Services (CMS) posted the Measure Development Plan (MDP) 2017 Annual Report. The annual publication of the MDP is mandated by the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA). It describes CMS’ progress in developing clinician quality measures to support the Quality Payment Program (QPP) and summarizes 2015-2016 activities by CMS that fulfilled the MACRA statutory requirements around quality measure development. The report addresses the following topics:

  • Progress made in developing quality measures for the QPP and the Secretary’s efforts to implement the MDP;
  • Progress on essential initiatives in health information technology standards, innovation, data access and sharing, and operational processes related to clinician burden of data collection, electronic specifications, and data acquisition;
  • Updates to the MDP, including newly identified gaps and the status of previously identified gaps;
  • Descriptions of the quality measures developed during the previous year;
  • Descriptions of quality measures still in development from the previous year; and an
  • Inventory of current applicable measures for the QPP program.
