GAO Releases 50 State Report on Medicaid Administrative Challenges

On June 1, 2020, the Government Accountability Office (GAO) published a report identifying current federal policies that create program administrative challenges for state Medicaid officials. This report details the responses from Medicaid program leadership across all 50 states and the District of Columbia. The GAO found four program areas that created the greatest challenges for effective program administration:

  • Coverage exclusions and care coordination
  • Covered benefits and eligibility
  • Medicare and Medicaid alignment
  • Payment methods

This report also details considerations for federal action to address the identified challenges including targeting oversight to vulnerable program areas, leveraging Medicaid data to better inform policy changes, and balancing appropriate state and federal oversight. Previous GAO reports have also found that the Medicaid program would benefit from the program.
