Representative DelBene Circulates Dear Colleague Letter on MIPS Low Volume Threshold

September 25, 2018

Representative Suzan DelBene (D-WA) is requesting support for a letter that will ask the Centers for Medicare and Medicaid Services (CMS) to adjust the Merit-based Incentive Payment System (MIPS) low-volume threshold in order to include more providers in MIPS as part of the final 2019 physician fee schedule.

The MIPS low-volume threshold exempts certain clinicians from participating in MIPS based on their Medicare volume. CMS has estimated that more than half of providers will be excluded from MIPS, and most providers are excluded because of the low-volume threshold. Low participation rates in MIPS has limited the funds available for payment updates in this budget neutral program.
