CMS Releases a Quality Measure Development Plan – Comments Due by March 1, 2016

On Friday, December 18, 2015 the Centers for Medicare and Medicaid Services (CMS) posted a draft Quality Measure Development Plan. A provision in the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA) requires CMS to release a draft plan for the development of quality measures by January 1, 2016. This measure development plan will support the agency’s efforts in the implementation of the newly created Merit-based Incentive Payment System (MIPS) and for use in alternative payment models (APMs). MACRA sunsets payment adjustments for PQRS, the value-based modifier, and the Medicare EHR Incentive Program and establishes MIPS. Beginning in 2019, CMS will evaluate providers based on their performance in the MIPS program or their participation in APMs.
