The Centers for Medicare and Medicaid Services (CMS) posted a webpage dedicated to the Medicare Advantage Qualifying Payment Arrangement Incentive (MAQI) demonstration. This demonstration is intended to exempt certain clinicians with sufficient risk contracts with Medicare Advantage (MA) plans from the Merit-based Incentive Payment System (MIPS). According to CMS, the demonstration will test whether exempting certain clinicians from MIPS based on their participation in risk arrangements with MA plans will increase or maintain participation in payment arrangements similar to Advanced Alternative Payment Models (APMs) with MA plans and change care delivery.
MA risk contracts were afforded some weight in the Other Payer Advanced APM option under existing MACRA statute. However, to achieve qualifying participant (QP) status, clinicians would still be required to participate in a traditional Medicare Advanced APM, in addition to Advanced APM contracts with plans. The demonstration would allow clinicians to be exempt from MIPS without requiring that they participate in a traditional Medicare Advanced APM.
