On April 24, 2018, the Centers for Medicare and Medicaid Services (CMS) released the Inpatient Prospective Payment System and Long-Term Care Hospital Prospective Payment System proposed rule. In the proposed rule, the agency announced, among other things, that it would be overhauling the Meaningful Use Electronic Health Record (EHR) incentive program to reduce burden and emphasize interoperability. In conjunction with the proposed rule, CMS announced that it was changing the name of the Meaningful Use program and the Advancing Care Information (ACI) category of the Merit-based Incentive Payment System (MIPS) to “Promoting Interoperability.” The agency noted that the rebranding does not merge or combine the two programs. Additional changes to the ACI Performance Category to be forthcoming in separate rulemaking.
