The Assistant Secretary for Planning and Evaluation (ASPE) released a request for information (RFI) regarding provider and plan approaches to improve care for Medicare beneficiaries with social risk factors. The Improving Medicare Post-Acute Care Transformation (IMPACT) Act calls for the Secretary of Health and Human Services (HHS) to conduct a study evaluating the effect of socioeconomic status on quality measures and measures of resource use in the Medicare program.
HHS is interested in how plans and providers: (1) identify beneficiaries with social risk factors; (2) use approaches to address the needs of beneficiaries with social risk factors; and (3) disentangle social and medical risks and address each. The RFI also discusses the link between the move to higher levels of performance based risk and addressing social risk factors.
