Trade Association Calls on Congress to Eliminate MIPS Exclusions

On February 4, 2019, the American Medical Group Association, submitted a letter to Speaker Nancy Pelosi recommending the elimination of exclusions from the Merit-based Incentive Payment System (MIPS) that exempt more than half of eligible clinicians. The letter states that, “Because MIPS is budget neutral, these exclusions result in insignificant payment adjustments to high-performing providers…As a result, MIPS fails to reward providers for superior performance in the MIPS program and provides nominal return on investments.”

The letter also addresses a number of other issues, including lowering the threshold for participation in Advanced Alternative Payment Models, improved access to claims data, harmonization of quality measures across programs and Stark law reform.
