Republican Leadership Letter Directing Agencies to Halt Rulemaking

On November 15, 2016 House Majority Leader Kevin McCarthy (R-CA) and the 22 House Committee chairs issued a letter to all cabinet secretaries and agency directors, cautioning  against “finalizing pending rules or regulations in the Administration’s last days” and threatening scrutiny under the Congressional Review Act, should any action be taken before President-Elect Trump is sworn in. This is a fairly standard, if more stern in tone, communication.  Similar directives have been issued by previous incoming Administrations, including President Obama’s.

  • CMS’s Part B Drug Demonstration
  • CMS’s notice of Benefit and Plan  Parameters for Federal Exchanges
  • HRSA’s 340B Guidance
  • MACRA-related APM models
