On November 15, 2016 House Majority Leader Kevin McCarthy (R-CA) and the 22 House Committee chairs issued a letter to all cabinet secretaries and agency directors, cautioning against “finalizing pending rules or regulations in the Administration’s last days” and threatening scrutiny under the Congressional Review Act, should any action be taken before President-Elect Trump is sworn in.
